During the year the Guard has made gratifying progress, in numbers, drill, discipline, equipment and has conformed more closely than ever before to the requirements of law.
Captain Woodruff, in his report to the War Department, pays this well deserved tribute I do not believe there is to be found in the United States a better set of men, better armed and equipped than the North Carolina State Guard.
