This is an interesting addition to the canon, I've always been fascinated by the little ways the ghost writers make tiny additions to the tale to give a faint personal voice to the tale.
This writer seems to enjoy Quentin Tarantinoesque time twist to the usual linear plot line,

There is also a hint of espionage, and the paranoia that elements of the government might be working at cross purposes.

Access to technology is low, so the Executioner will have to resort to WWII desert warfare strategies to put these Russians out of businesspermanently.
